The ILIAS was conceived of by the University of Cologne in 1997 and was finally published in 1998 specifically for the selected faculties of economics, business administration and social sciences of the University of Cologne and it was much later in 2000 that its identity as open source software came into being.

For the purpose of course management, ILIAS uses course news and announcements, enrollment settings, learning resource management etc. while awareness features, file sharing and group management aid in cooperation. Survey tools are prominently used for evaluation and assessment purposes while the various assessment test papers or exercises include multiple choices, reasoning based questions. The main mode of communication is via chats, forums, internal messaging and podcasts.
